For windows phones users running below OS 10, unfortunately you won't be able to use Skype. So, Windows 8 and 8.1 users should upgrade to window 10 before october.

Skype 6.2 will drop support for Android 4.0.3 Jelly Bean and below. However, you can run the older Skype 4 version on devices running Android 2.3 and above.

In the same vein, Skype 7.0 for Mac client will only function on macOS 10.9 (Mavericks) and above. So users of older OS should resort to the web client.
